RBI’s ombudsman framework is a grievance-redress route, not an appeal body that forces a lender to sanction credit. Separate a service deficiency or rule breach from a pure underwriting decision before filing.
Build the complaint around one remedy
- Loan or application reference.
- Dated chronology of what happened.
- Exact communication or charge being challenged.
- Documents already given to the lender.
- The remedy you want: correction, refund, explanation, record update or cessation of improper conduct.
From lender complaint to RBI CMS
Define the service failure. Examples include an unexplained charge, incorrect account reporting, failure to follow a stated process, or unresolved recovery-conduct complaint. A credit rejection by itself may not be an ombudsman issue.
Complain to the regulated entity first. Use its official grievance channel and keep the complaint number, submission date and attachments.
Wait for the formal outcome required by the current framework. Preserve the response or evidence that the complaint remains unresolved.
Check RBI CMS eligibility. Confirm the entity and complaint type are covered and that you are within the applicable filing conditions.
Submit a concise case. Upload the chronology, lender complaint, response, key evidence and exact relief sought. Do not bury the issue in unrelated business history.
Examples of weak complaints
- “My business deserves the loan.”
- “The interest rate is too high” without a disclosure or contractual issue.
- Dozens of screenshots with no timeline.
- A complaint filed before using the lender’s own grievance channel when that step is required.
Best practice: ask for a specific, documentable remedy the complaint system can actually deliver.

Build a 12-month cash-flow forecast with sales, gross margin, receivable days, inventory days, supplier credit, tax payments, existing debt, owner withdrawals, and a downside case. Borrowing capacity should come from free operating cash flow, not only turnover.
First decide whether this is a service grievance or a credit decision
The RBI Ombudsman process is not an appeal court for every rejected MSME loan. A lender can generally make a commercial credit decision under its policy. A stronger complaint concerns a service deficiency or regulatory issue you can identify and document: unexplained charges, failure to follow a committed process, incorrect reporting, mishandled repayment, non-response to a formal grievance, or another eligible deficiency.

Build eligibility before writing the complaint

Check write “loan rejected unfairly” and stop there
If your complaint is about process, identify the process failure. Example: “The bank requested GST reconciliation on 4 June; I submitted it on 6 June; the grievance dated 18 June asks why the application was closed as ‘documents not received’; attached are the acknowledgement and upload record.” That is reviewable. “Please sanction my loan” usually is not a useful grievance remedy.
Use the right MSME channel for the right problem
RBI CMS is for eligible complaints involving regulated entities. MSME operational and government-scheme problems may belong elsewhere. The MSME CHAMPIONS portal provides grievance/handholding support; MSME Samadhaan addresses delayed-payment mechanisms; CGTMSE and Stand-Up India have their own scheme ecosystems. Do not send the same generic complaint everywhere.
File a clean evidence bundle
Use a one-page chronology, the lender complaint, lender response if any, sanction/application references, relevant statements, and the exact remedy. Remove unrelated 100-page document dumps. The best complaint lets a reviewer understand the case in five minutes and verify it in ten.
Decision rule: use the Ombudsman route for an eligible, documented service deficiency after the regulated entity’s grievance process—not as a way to override normal credit underwriting.
Build the complaint around a service obligation, not a demand for credit
For MSME borrowers, the difference between a credit decision and a service deficiency is crucial. A bank may have commercial discretion to reject or reduce a facility based on underwriting. The Ombudsman route is stronger when the complaint is about failure to follow disclosed terms, incorrect charges, non-response, wrongful account operation or another service issue.
Write a five-line chronology
- Date you raised the issue with the lender.
- Complaint reference.
- What the lender did or failed to do.
- Financial or operational impact.
- Exact remedy requested.
Attach only evidence that supports those five lines. A 100-page upload with no clear issue can make the complaint harder to assess.
Check eligibility before filing
Use the current RBI CMS guidance and the Integrated Ombudsman Scheme in force at the time. Confirm the entity and complaint type are covered and that the lender’s internal grievance stage has been completed as required.
Keep the business running while the complaint proceeds
An Ombudsman complaint is not an emergency working-capital facility. Continue managing payroll, supplier obligations and legitimate loan payments. If temporary funding is needed, solve that separately.
State the remedy
Ask for reversal of a specific charge, correction of reporting, proper application of a payment or another measurable remedy. A precise request is more credible than demanding punitive sums without evidence.
The strongest Ombudsman case is easy to audit: one regulated entity, one documented service problem, one internal complaint trail and one realistic remedy.
